Any form of non water-permeable floor finish is acceptable, and that includes ceramic tiles, marble, porcelain, travertine, terracotta and granite, provided these are all well bedded-in with cement above the elements. These options are all electrically safe too, provided that earth-leakage is available on the circuit.

Firstly, the unheated areas in the floor will draw the heat away, and secondly, when tiles are cemented down it may not be possible to uplift them to add more heating pads, without ruining what is already there.
